Do I need a basket to play an Oshax card or place an Oshax?
The designer said Oshax need no basket, and the rulebook's rare-finds phase asks for none.

No. Oshax cards are played in the rare finds phase and need only the card. Cards that take a tile from the bag and put it on your boat also need no basket.
