When can I take a Visitor from the bag instead of the Plaza?
The designer and publisher gave these rulings; the Collector-only edge case isn't settled.
Only when the Plaza has nothing the bonus lets you take. For a bonus naming any Visitor, the Plaza must be empty; for a VIP or Investor bonus, neither a VIP nor an Investor may be in the Plaza, otherwise you must take the one from the Plaza. If the Plaza Visitors can't be taken because your Gallery is full, the bonus is simply wasted. A forum edge case (only Collectors in the Plaza and an Investor/VIP bonus) is disputed.
