What happens to the Reputation tiles that are left over after setup in a 2 or 3 player game?
Several players agree and it follows the setup steps; no official ruling.

They go back in the box. Only four tiles are set out beside the Locations, each player takes one by choosing a Location, and any tile nobody takes is returned to the box; the other unused tiles also stay out of the game.
