Yes. Moving a Lobby Visitor to the Plaza happens only if you have one, so with an empty Lobby you still get the tile and its bonus for free. This is the one way to get a tile with no Lobby Visitor; a tile from the International Market always needs a Visitor in your Lobby to send back.
