Does the order of steps inside an action matter, and can I spend what I gain mid-action?
The designer ruled several times that order matters and that earlier gains can be used later in the same action.
Yes, follow the numbered steps on the player aid. Anything gained in an earlier step, such as Influence from a market column, can be spent immediately in a later step, for instance to pay for the row. But a bonus printed on the row you choose comes only after you have paid for that row, so it cannot help fund it.
