The setup step puts one Visitor in each player's Lobby; players agree this means seated players only.

No — only the Lobbies of players actually in the game. With 3 players the unused Gallery's Lobby stays empty, and with 2 players the unused Lobbies stay empty too; the remaining Visitors stay in the bag.
