Is the middle column of the International Market used in 2-player and solo games?

No. The whole middle column, including the auction rows, is out of play with 2 players or solo (it is for 3-4 players, marked 3+ on the board). No Reputation tiles go there, no Assistants are placed there, and it is ignored for majorities. Covering it with face-down tiles is a handy reminder. The rulebook's setup only mentions covering the 1st and 3rd columns.
