Does the Starting Player marker pass to another player during the game?
The designer said turn order never changes and the first-player token stays with the same player.

No. The Starting Player marker stays put all game and turn order never changes. It only matters at the end, when it shows who takes the first of the final turns. Some groups use a marker to show whose turn it is, but that is a house habit.
