When can I take an Executive Action, and how many?
The rulebook allows an Executive Action before or after the Location Action, and players agree on the details.

You may take one Executive Action in addition to your Location action, either before or after it, so tickets gained from the Location action can be spent afterwards. A Kicked-Out player gets either one Location action or one Executive Action, not both. In the final round the Executive Action is still available.
