Can I place a new contract over an unfulfilled one, or sign with three unfulfilled contracts?
The designer said only accomplished contracts can be replaced, and the rulebook has the same warning.

No. A new contract can only go on an empty slot or over a fulfilled (flipped) contract, and with three unfulfilled contracts you can't sign a new one at all. Covering a fulfilled contract while an empty slot is still free is allowed, and the covered card goes to the discard pile.
