Can I buy both of an Artist's two Works the normal way?
The designer answered this directly and the rulebook describes the two-Signature limit.

Yes, once the Artist is discovered. The set-up Artist can sell two Works normally from the start, while for an Artist you discover, you first buy the commissioned Work and then the other. If you were kicked out you can even do both in the same turn. Each Work needs its own Signature token, and an Artist has only two unsold Works at a time, so once both are out you wait until one is sold.
