What does the Fear status effect stop an adventurer or an enemy from doing?

For an adventurer, Fear allows only Combat skill (white) dice in engagements, since only skills from the Combat skill line are unaffected. For an enemy, its non-combat skill keywords are negated while its combat dice still roll.
