Does Shatter trigger when damage hits an enemy that is not my engage target?
No. Only the declared target is engaged, so damage from skills without target wording (such as Destructive Touch or collateral damage) does not trigger Shatter. Some players think the intent is broader, but the rules as written do not support it.
