Yes. Each folio has one spare sleeve, which is handy as a replacement if an item card gets damaged. The designer lays out 4 ready items in one spread and pack items in another, and notes you can technically hold more than 4 in the pack. The rulebook caps the inventory at 8 items total, ready slots included.
