What if there aren't enough travelers to fill the open rooms?

In the first pass the deck size matches the open rooms, so it fills exactly. After the Exit Stack has been reshuffled, fill as many rooms as you can without reshuffling again; the round is then played as a normal final round, unless fewer travelers are in the inn than there are players, in which case the game ends immediately.
