What is the difference between temporary and permanent events, and can you postpone a temporary one?

A temporary event (hourglass) must be resolved as soon as it is revealed, then it is discarded to the Past unless it says banish or return. A permanent event (arrow) is placed so its arrow points at your Terrain and stays attached, and its actions are optional, so you can take them later. You cannot interrupt a temporary event with another action.
