Can you hold two copies of the same State card?
The rulebook says a player returns a same-titled state and replaces it with the new one.

No. You may hold only one State card of each title. When you take one you already have, resolve the new card, including any discard icon, then return the old copy and keep the new one. A different title is fine, and there is no limit on differently titled states.
