If an action's consequence tells you to take another action, do you draw fresh cards?
The rulebook says an action cannot be taken while another is in progress.

Yes. The second action is a separate action with its own cost, draw and result. First finish the first action, including keeping a Skill card, then resolve the new one. Actions are never nested, so you cannot start a newly revealed permanent event's action within the same action.
