Can another player join an action after the involved characters have been decided?
Community posts agree that participants are fixed at the start; the rulebook's turn sequence covers who may be involved but does not state this explicitly.

No. Players decide who is involved at the start of the action and cannot add or remove helpers afterwards. Only characters on the same Terrain card as the active player can help, and the active player must agree.
