The rulebook says the active player takes the 100 card after a failed collective action.

Only the active player takes the 100 Paranoid card, right after applying the consequence, whenever an action with several involved characters fails. It carries a vital force loss icon, and it is removed as the card describes. You can discard it at any moment its condition is met, even if only one action has passed.
