Can several involved characters each apply the same permanent event or terrain bonus in one action?
Several players agree; the rulebook lets each player use their own cards but does not address shared bonuses explicitly.

No. A particular permanent event or terrain bonus is a single effect and can be applied only once per action, whichever character applies it. Different involved players can, however, each use their own items and cards.
