Does a zero-cost action still require drawing cards?
The rulebook says a cost may be zero and that extra cards may be drawn unless locked.

No. A cost of zero means you draw nothing, and with zero required successes the action succeeds. You may still draw if the action is not locked, for instance to keep a Skill card, but drawing is optional.
