Can characters trade items at the Citadel or between chapters?
The rulebook's "Discard / give" section covers this, and a Serious Poulp staff reply on BGG agrees; some posters read it differently.

As written, no: a Purse card can be given only when both characters are on the same Terrain card and not in an action, and characters at the Citadel aren't on one. No rule allows exchanging or storing Purse cards at the Citadel; a storage building would be a house rule. A Serious Poulp staff reply gave the same reading.
