Do I have to shuffle Exploration cards before starting and when cards are returned?

No procedure is printed, but draws are meant to be random, so shuffle at the start of a session and whenever cards come back, or use any fair randomizer (a die works). New expansion fog cards are shuffled in with the old. Duplicate green or gray-banner cards should be random too; with different banners use the scenario-specific one.
