Must I resolve a mandatory action right away when its card is revealed or entered?

Yes. It starts as soon as a figure enters the Terrain card (or the Temporary event/Balloon is revealed), every character there gets involved, and no other action can be taken until it is resolved. Clearing an Exploration card doesn't trigger it; moving onto the Terrain does.
