When a mandatory action sits on the destination card, must each arriving character take it?

Whoever arrives first takes it, and a Permanent event normally ends up attached to the card afterwards, which blocks the action. Later arrivals therefore usually have nothing to take. If the blocking event is removed while characters are still standing there, the action comes back.
