Do I need to stand on a Terrain card to take a card whose hidden number I spotted?
The rulebook's "Spotting a hidden number" section covers this; some posters read it differently.

Only when the hidden number is on a Terrain card or on a Permanent event attached to it: then you may take the matching card only while on that Terrain. Hidden numbers on other cards don't have this limit, taking the card is optional, and you may delay the swap.
