Can I act on an Exploration card beside my Terrain when no arrow runs from my Terrain to it?

Yes. The Exploration card's back is a Permanent event whose arrow points at your Terrain, so its action applies to you. You can then move onto the new Terrain, because Move reaches any adjacent Terrain card. A Serious Poulp staff reply gave this ruling.
