Yes, once equipped at Gear up it can be used at any time in that action, but the retrieved card must already be discarded to be usable, so a card that applies only at step 4-B (such as Improvise) can't be used that way. You may look through both your Action Deck and Discard Pile, shuffle the deck afterwards, and add only one card to hand.
