How do I add drawn cards to my hand with a blue hand icon, and when do I discard to hand size?
The rulebook's "Hand size" section covers this.

A blue hand (+X) effect lets you take X of the Skill cards you revealed into your hand instead of discarding them. If that puts you over your hand limit, discard down only after the action is finished.
