When does Shadow of Xitle Technology 14 trigger?

It triggers when you finish your turn having freed every one of your locked workers, either by paying the unlock cocoa (normally 3) or by giving up your turn to unlock them for free. How many were locked does not matter, even one. Unlocking through a reward on the new Architecture (7) or Development (8) boards does not trigger it.
