Do I pay 1 cocoa to use a Worship space that has no locked worker on it?
The rulebook ties the 1 cocoa to unlocking another player's worker.

No. The 1 cocoa is only paid to push out another player's locked worker. An empty space costs nothing; the 1 extra cocoa applies only if you want both the ability and the Discovery tile.
