The designer ruled that virtual workers cannot be powered up; a community post quoting the official rule gives the lowest-worker power.

It takes the power of the lowest-value worker you already have on that Action Board. Power-ups it earns must go onto your real unlocked workers, since the virtual die cannot be powered up.
