Can I power up only once when I have three workers on a Forest, Quarry, Gold, Nobles or Construction board?
The designer confirmed power-ups are mandatory and that three workers give two; the single Decorations power-up is from the rulebook.

No. With three or more workers on the board you must power up twice, either one worker twice or two workers once each, all on that board. On Decorations (7) you get one power-up regardless of workers.
