Do I have to claim the Discovery tile on a Starting tile, and how do I pay for it?
The designer confirmed these points in setup threads and the rulebook agrees.

Claiming is optional. The tile is drawn when the Starting tiles are dealt, so you can see it and its cost before deciding which tiles to keep. You only keep it if you keep its Starting tile, and you pay its cost like any Discovery tile, which can use resources gained from your other chosen Starting tile.
