Can I use the pre-printed board layout together with random Starting tiles?

Yes. The designer says there is no problem using the pre-printed board with Starting tiles, though he recommends the pre-printed board for a first game. Note the rulebook's first-game instructions pair the pre-printed board with the first-game player setup (no Starting tiles); combining it with Starting tiles is the designer's allowance.
