Can I use the Palace Royal tile twice in one turn by paying more cocoa?

No. At the Palace you get the Royal tile's ability, or the ability plus the Discovery tile for 1 extra cocoa; you cannot take the ability twice. Tiles with "up to as many times as" repeat within that single use, and players report you must decide the number and pay in advance.
