Every temple advance costs its 1 cocoa (or 3 VP), so choosing the "pay 3 cocoa, advance twice" reward adds up: the designer confirmed the costs stack (up to 10 cocoa for two such rewards). No priest ability applies until setup is finished, and Xolotl's Ascension bonus only fires for your own ascending workers.
