It can only be another player's unlocked worker, never a neutral or dummy worker (so the ability is weaker with fewer players and in solo). The borrowed worker is used only to resolve the action, never powered up, and the extra resource for a tile or building can be any resource, not just one in the base cost. The extra-cost applies per tile or building placed.
