Ehecatl: how can I unlock my workers, and can a cocoa-ignoring tile help?

You may never pay cocoa to unlock your own workers, even if the cost would be zero, so a Discovery tile that waives cocoa does not help. Unlock by spending a whole turn, via a special ability or effect, or by being bumped. Ehecatl's movement effect also applies only to unlocked workers.
