Each of your unlocked workers in the general area of the Mansion adds +1 to the Royal tile die, including a worker moved there to collect cocoa and a standing Shaman. The power is not capped at 5; only the pyramid height limits how many tiles are built. A "whichever is lower" Royal tile uses the lower of its two values.
