Must I take an Altar benefit or can I decline it if I cannot or will not pay?

No. You cannot forgo an action in Teotihuacan; choose an action you can perform, even if that means picking the other Altar space or a different action. Moving a Shaman is legal even if you cannot use its benefit, since placing it counts as doing something. You may move to an Altar space whose Major Discovery tiles have run out, but not to one where tiles remain and you cannot or will not claim one.
