How does paying salary at an Eclipse work, and can I choose not to pay?
The rulebook states the salary, and the designer confirmed you may choose not to pay.

Pay 1 cocoa per worker plus 1 more for each worker of power 4 or 5. For every cocoa you do not pay, whether you cannot or choose not to, lose 3 VP; paying partially is allowed, and your score never drops below 0. Salary is paid at every Eclipse, including the last.
