Can I look at the face-up Discovery tiles on the board, and can I choose which one to take?

Yes. Any Discovery tile lying face up on the board can be inspected whenever you like. At a Worship space you take the tile shown there; on a temple or Avenue step you pick any one of the tiles present. Discovery tiles from Starting tiles are drawn at random.
