Which effect wins when effects from different sources, such as base rules, Technologies, Priests and Discovery tiles, conflict over a cost?

Effects have a ranking, and the higher-ranked one wins. From weakest to strongest: the core rules, then expansion rules, then Technologies and orange-temple abilities, then Priest or Priestess abilities and drawbacks, and finally Discovery tiles. For example, a Discovery tile that waives a cost also waives any extra amount a Priest's drawback added.
