Do I need the cocoa or resources in hand before taking a Main action, or can the action's own gains pay for it?
The designer ruled that an action you cannot pay for cannot be taken, and that you need not afford every optional step.

Cocoa for the action is paid up front, so you must have it before you start. If you cannot pay the cocoa, or cannot afford even the first required part of the action (for example the 2 wood for Nobles), you cannot take the Main action and must pick Collect Cocoa, Worship or another board instead. You do not need resources for every possible step: with three workers on Construction you can act with enough for a single tile. Discounts from workers or Technologies reduce the cost, so you need only hold the discounted amount.
