Can I take a Main action I cannot fully carry out just to power up a worker?
The rulebook says you may not forfeit a Main action's effects just to power up a worker.

No. You must carry out the Main action's effects, paying and collecting as the board requires, and cannot forfeit them just to power up a worker. If you cannot pay for the action, you cannot take it at all.
