Can I take a weaker row or column than my workers allow on a resource board?

No. The row comes from your number of unlocked workers on the board, the column from your lowest-power worker, and you must take the reward you land on. The only exception is Alchemy, where a single 4 or 5 worker may use the second row at the cost of the power-up.
