Can I place a Targi on the card across from the Robber?
The rulebook's example explicitly allows placing a Targi on the card facing the Robber.

Yes. Only the Robber's own card is off-limits, so you may place a Targi on the card facing the Robber, provided no opponent's Targi faces that card.
