How do I make the 4 starting victory points when there are only six 1-VP tokens?
The game's designer answered this directly on BGG (2014). The rulebook is consistent with the answer.

Give each player one 1-VP token and one 3-VP token, which totals 4 VP. A version of the setup text that mentioned four 1-VP tokens was a misprint.
